RFC 1001 - I2P Bittorrent Bytemonsoon Tracker

Abstract
I2P-bt-Bytemonsoon is an I2P port of Bytemonsoon Bittorrent Tracker.
Current modifications include original release by duck, on-the-fly torrent announce url rewriting for Azareus plugin support by orion, and an anonymity/security patch by Tracker. The current TODO appears below.
Definitions
Bytemonsoon is a php/mysql based Bittorrent tracker.
